Limiting finances and a lack of ambition from David Moyes has kept Everton as arguably the best of the rest, although since Moyes left they have struggled to maintain that mantle.
Now that Tottenham have shown clubs that if you employ a quality coach who can improve players, rather than just fit players together into a system as most average coaches do, then you can achieve results greater than the sum of your parts.
Ronald Koeman has steadied the ship at Everton and we'll have to wait and see how his spending goes and whether the players succeed or not.
Ross Barkley, in my opinion, should have left Everton hen he had the chance to go to Manchester United, he was always going to stagnate without training with better players, as I wrote at the time, so not hindsight chaps. That prediction has come true, he is no different now than he was a few years ago and Dele Alli overtook him in just 7 games.
The lad is still only 23, not 24 until December and still has the time to improve his game. Mauricio Pochettino sees that in him and wants to bring him to Spurs, Barkley wants to come but at the moment Everton have suggested a ridiculous fee for a player with a year left on his contract. He could always wait a year and leave for free, Everton don't want that, naturally..
They have to sell really, especially as they have already bought his replacement and thus will have to lower the price to sensible proportions, which will mean a waiting game until August perhaps. They will not want to be paying two wags unnecessarily so after our kit is announced this could happen quick.

Can't see him heading to Spurs of anywhere. Unless of course Dele has his head turned by one of the bigger clubs.

Koeman has basically forced him out by not giving him the same contract as others around him are earning. Good for and the club if he moves. He's good but never going to fulfil his potential at Everton.
How long is it going to take Poch to improve this guy?
Should Poch insist that we try for this ‘meat pie’ then how much is DL going to be prepared to pay for a player who will be, at least initially, a benchwarmer?

So why is everyone convinced that Barkley will arrive?

Firstly, if we can’t shift Sissoko there’s no way this guy is gonna arrive ‘cos I’m starting to see a pattern here with the absence (cover for) of Erik…first N’jie, then briefly Onomah and, as of late, Sissoko.
Let’s face it, we’ve spent a lot of money (aside from Josh) on this right ATMF position without too much success so far and, that’s the only place Barkley could maybe play (and justify a position on the bench) without upsetting the balance of the team and like Sissoko his main position is central ATMF (more playing options for Poch).
But, and it’s a big but, don’t expect DL to layout more than £15m for Barkley h…

It is a managers job to get through to a player who isn't showing the right aptitude, as you say your managers have failed and thus he has stagnated. take the different approach Pochettino took with Mousa Dembele where he put him on the bench for a season. Dembele then realised he could no longer stand still and vowed to improve, as he has. management impact on player mentality, quality coaching.
I see you don't understand the world of business and Public relations. Football is a business and any new sponsor will no want to see a summer signing being paraded in another sponsors kit, that I would have thought was obvious to everyone, but apparently not. Business basics, it's called marketing, it's what brings in the money to pay for payers and wages.

1 year contract left so niot worth £30m - probably more like £15m to £18m is a realistic price. Fee depends on contract length, next window he is a £10m player at most, then a free agent.
The media is simply an extension of negotiations, information and misinformation. There are reports a deal has been agreed also, although I doubt it personally.

Moyes - was first very encouraging to Barkley, was ready to give him his debut at 16. But then went hard on Barkley, dropped him, loaned him with mixed results on his return.
Martinez went completely the other way, praised and inflated his ego at all opportunities. Mixed results, confused player.
Koeman tried just about everything this season. Encouragement, criticism, realism, bench time, different positions...
And various England managers have failed to unlock the potential too.
So why are you convinced that Poch, who is arguably more strict and driven than Moyes or Koeman - will be a success?

As for why anyone would expect Poch to make a better go of dealing with Barkley's temperament than other managers who've admittedly tried various approaches with mixed success. My response is that there are two fundamental reasons.
Firstly, he will make the deal only after careful preparations. He'll make the approach if, and only if, after talking personally with the player himself, he believes that he's bought into what Poch tells him about his plans for him. That will include knowing that he'll be expected to work harder than he's ever worked before. Much harder.
