Would Spurs target Mancuello have a work permit problem?

Tottenham seem to be consistently linked with players from South America, but few materialise. Sandro was a big hit at White Hart Lane before his bizarre injury which has seen his career nosedive since.



Ther are reports now linking us with an interest in the Independiente captain, 26-year-old (27 next March) Federico Mancuello. He is an Argentinian central midfielder who has been selected twice by Argentina, scoring once. While he made the initial squad for the Copa America he didn't make the final pick so at first glance there would appear to be work permit issues.

Football players from outside of Europe such as South Americans, are required to obtain a work permit if they wish to ply their trade in English football. This is assessed by the immigration authorities.

Work permits will only be issued to international football players of the highest calibre who will be able to make a significant contribution to the development of the game of football in the United Kingdom at the highest level.

The highest calibre is determined against two criteria:
  • A player must have played for his country in at least 75% of its competitive A team matches of which he was available for selection, during the two years preceding the date of the application
  • The player’s country must be at or above 70th place in the official FIFA world rankings when averaged over the two years preceding the date of the application
Clearly having played only 2 internationals, in which he has scored one goal from a free-kick, he does not meet the 75% criteria. However, he holds dual nationality and thus as an Italian can move around the EU without a work permit, circumventing the work permit rules.

Mancuello has been linked with a move to Palermo, West Ham United, Newcastle United, Stoke City as well as Spurs, as he looks to move to Europe to further his experience and international career. Argentina manager Gerardo Martino described Mancuello as the 'best player in the domestic league' last season. 

He has only broken through in the last couple of seasons and while you would think moving to Europe would reduce his international chances it will, in fact, enhance them, at each World Cup 80% of the players play their club football in Europe.

The attacking midfielder has the pace we lack in the side, has an excellent left foot and produces some amazing free kicks, his goal for Argentina was a free-kick from an acute angle, which as he scores direct from corners was no fluke.
