Spurs want to buy, Barcelona want to sell

Reports from Spain, namely AS a daily sports publication, suggest we have entered negotiations to sign 20-year-old (21 next July) striker Sandro Ramirez.
The famed Barcelona youth academy have tweeted the AS story:
SPORT: Sandro to be sold to a BPL club for €10M with a buy-back clause. Two clubs interested. #THFC mostly.
The first thing that strikes me is the fact that we don't buy players with a buy-back clause, we refused to sign young Real Madrid srtiker Alvaro Morata, as did Arsenal before he joined Italian giants Juventus. A buy-back clause at a set fee may be common in Spain, but it is of no use to us, all we would be doing is developing a player for another side and have to find another striker to replace him in a year or two if he was successful.
Such a deal is loaded in favour of Barcelona and has few benefits for us, even less long-term benefits. Unless we could convince them to sell him without a buy-back clause then he won't be joining Tottenham.
Barcelona are reported to want £7.44-million (US $ 1.14m - AUS $ 1.56m - € 1m) amid rumours they may need to sell players to be able to buy. Despite a ban they have been able to sign players but not play them in any competitive fixture until January. Sandro is now a fringe first-team player instead of the youth player we have tried to sign before. barcelona have been unwilling to sell previously, now they are willing to sell it is thought the player wants to stay.
Newcastle United tried to loan him this summer and in January other Premier League sides had also tried to take him on loan, each time offers have been rebuffed. Now we have gone back and enquired again they have told us to wait until January. Barcelona would need a replacement for him and the rumours are that they want to sign Nolito, a 28-year-old wing forward from Celta Vigo.
Barcelona will finalise their transfer plans for the January window in November during the international break when Spain will be hosting England before we then host France. During the window they will meet with Sandro to try and convince him that the Premier League would be a better option, Sandro at the moment wants to stay at Barcelona.
We have not just made tentative enquiries, we have requested the cost of the player and are very keen to sign him. It is clear we want another young striker on our books with 19-year-old (20 next March) Stuttgart striker Timo Werner still remaining another possibility. We are not targeting any youngster, we are looking for players we believe can develop into high-quality players and these two fit the bill.
