Are Spurs targeting a triple title winner?

Tottenham may launch a bid for 31-year-old (it's his birthday today) Saint-Étienne defensive midfielder Jérémy Clément, according to a report by France Football.
Spurs certainly need someone of experience, Clément joined Saint-Étienne from PSG, his two previous clubs being Rangers (Scotland) and Lyon. he isn't a full international playing 6 time for the French Under-21 side, but has 300 Ligue games under his belt.
With Olympique Lyonnais the left-footed defensively minded Clément won 3 French Lique 1 titles in consecutive years 2003/04, 2004/05 and 2005/06, he then won the Coupe de France in 2010 with PSG. He also won the Champions Trophy with Lyon in 2005, the French League Cup with PSG in 2008 and was runner-up in the Champions Trophy in 2010 with PSG and twice a runner-up in the Coupe de France with PSG in 2008 and 2011.
He has an eye for a pass, is good in the air and reads the game. His season passing stats are 86 or 87% every season suggesting consistency. He has a contract until 2018 transfermarkt have him valued at just £2.45-million (€).
Could he be the player to add some experience to our young squad and help them develop over the next few years? He certainly seems to be a player with some values as his recent remarks on loyalty reported by French website But Football Club show.

"Loyalty is a value that is less and less in football. When a player his entire career at the same club, in general, it is because he has the prospect of winning titles or the Champions League. I think players like Steven Gerrard or Paolo Maldini."A word of caution though, the same website say he has not returned to the same level of performance he had before his Tibia fracture in March 2013 that kept him out for 151 days.
