Liverpool almost signed him on the last day of the  January transfer window only for the Ukranians to change their minds again.

The 24 year-old is now a target for Manchester United but the reported £12 million may not be enough to get him. There are suggestions emerging from Dnipro that there is a release clause in his contract but don't mention what that figure is. Depending upon which report you read Liverpool offered between £12 million to £16 million for him.

"Officially, there’s a specific amount for which we don’t have the right to not release Konoplyanka. If Man United offer favourable conditions and agree terms with Konoplyanka, then no one can do anything."

If there were such a figure then surely his agent would have told Liverpool in January so it sounds more like a transfer fee they want and then they'll release him.
