Witsel wanted Spurs, have Sky got Russian rule wrong?

Tottenham Hotspur put in a bid for 26-year-old Alex Witsel which was higher than the Inter Milan bid and it was suggested that Tottenham remained hopeful of signing the Belgian.
Witsel has revealed that he wanted to leave, he couldn't because Zenit St Petersburg couldn't find a replacement, hence the he won't leave for anything under £72-million PR for supporters.
People on Twitter are claiming Sky Sports have said that there has been a rule change by the Russian Football Federation and that Zenit have to offload three foreign players or they won't be able to play them.
However, the Reuters news agency reported in December that there would be an increase in foreign players allowed, not a reduction. I haven't been watching Sky but have they got it right or have Reuters?
Currently, there are 7 allowed and under the changes there would be a maximum of 10 allowed in a 25-man squad. All 10 would be allowed to play in the same game if picked.
What has happened is the Russian Football Federation has called for a salary cap at just $31,000-a-month which would totally change Russian football ahead of the 2018 World Cup say Yahoo News. Many of the Russian clubs are government funded and have massively increased expenditure, now there is to be a reverse.
Clubs have been in difficulty and Dynamo Moscow have been banned from European competition this season for breaching Financial Fair Play (FFP) rules. It's an interesting read if you want to stay up to date with world footballing affairs, go give the links a read.
