Will Spurs Qualify for the Europa Cup if we Lose the Carling Cup Final?

From what we've read, if we lose to Manchester United on Sunday, 1st March 2009 in the Carling Cup Final (or League Cup Final if you're old school), we won't qualify for the Europa Cup (UEFA's attempt to revamp the faltering UEFA Cup), even if Manchester United have already qualified for Europe via winning the league, league placing or winning the F.A. Cup.
The same criteria applied to last seasons cup triumph over Chelsea.

If the winner has already qualified the UEFA spot drop to the next highest place in the league (6th in this case)
The losing finalists in the FA cup DO qualify for UEFA if the winners have already qualified. If they have also qualified then the spot drops to the next league place (6th if we win the league cup, 7th if ManUre do)
It's always been this way so this is a pointless blog post!!!
