Were Spurs scouting Horta?

The new season has started and that means our scouts have more games to watch, one of them attended the Tondela vs Benfica game on Saturday according to Portuguese paper O Jogo.

They don't tell us who our Iberian scout was watching, they wouldn't know so below id a list of players of the right age playing on each side. There are a couple of 19-year-old players who may be of interest, one a midfielder who scored a wonderful goal on his debut in injury time (video below) and one a forward.
