The press then pick it up as if it's possible without even considering the deal. What does it mean to Tottenham?

Well it means Paulinho runs down more of his contract and reduces his value. It means a temporary squad place in available for a non-home grown player but that after a loan spell Tottenham are paying the wages of a player they can't play. For him to be brought back into the squad, and why would that happen, another non-home grown player would have to drop out.

It is possible his value could rise and with 3 years left on his contract next summer, a profit to be made but it's more beneficial to Tottenham to sell him, rather than have him wasting a squad place. A loan with a guaranteed purchase and a guaranteed purchase price, now that would be OK, anything else is debatable.

He is 26 and needs to be sold while still young enough for another club to take a chance on him, the longer a sale is left the older he gets and the less potential benefit to another club.

He'll be a decent enough player somewhere, but it won't be at Tottenham, for whom he has been underwhelming to put it mildly.
